Declan has been a leader in health and quality improvement and advancing health systems throughout his career working in several countries in executive, consultant and advisory roles.
He has extensive experience in developing national health and quality strategy and regulation for the State of Qatar as Executive Director for Strategic Clinical Planning at Hammad Medical Corporation and advisor to the Minister.
Declan has previously held senior director roles in population health in the UK including Director of Public Health (at NHS PCTs) and academic pubic health roles (Kings College London and University of Kent). He worked as a Medical Director at a teaching hospital (Freemantle Hospital Western Australia) and has also held director and other senior planning roles in government health departments.
He has authored a wide range of reports, publications and book chapters including analysis of comparative EU health studies into appropriate care.
Declan’s work has exposed him to health systems in several countries including Australia, France, Ireland , Latvia, New Zealand, Qatar, Romania, UAE, UK and USA. He speaks English and French.
