Dr David Colin-Thome


David is a nationally renowned GP having served as the National Clinical Director for Primary Care at the Department of Health. He brings huge experience of primary care quality, development and commissioning within a wider healthcare policy and transformation environment.

He was a partner in his practice at Castlefields Health Centre, Runcorn between 1971 and 2007 which has been leading-edge nationally in pioneering systematic management of long-term conditions through managed care techniques.
As National Clinical Director for Primary Care, between 2001 and 2010, David was also the Clinical lead for delivery of 18w programme, chair of Long Term Conditions delivery board, Co-chair Urgent and Emergency Care Board, chair Summary Care Record and GP extraction IT service advisory groups and clinical adviser for DH/NHSD for ‘fluline’. From 2007-2010 was also medical adviser DH for the Commissioning and System Reform Directorate

He has authored the DH reports Mid Staffordshire NHS Foundation Trust. ‘A review of lessons learnt for commissioners and performance managers following the Health Care Commission Investigation’ and the 2010- Review of GP Out-of-Hours services, with Professor Steve Field

As well as his consultancy work, David is an honorary visiting professor of Health Policy and Management Manchester Business School, and at the Centre for Public Policy & Health, School of Health, Durham University. He chairs the PCC ( primary Care Commissioning), is a recently retired NED of the London Cancer of UCLP and former Clinical adviser ‘Right Care’ team of the DH QIPP programme and contributed to the DH National Clinical Advisory Team for service reconfiguration. Currently Trustee of Guy’s and St Thomas Charity and the Queen’s Nursing Institute.
