In 2016 Clinical Panel Ltd partnered with PwC Ireland to pitch for a 3 year transformation programme for the Health Service Executive (HSE) in Dublin. The clinical input proved invaluable and the partnership won all 4 lots.

Our clinicians have supported PwC Ireland across the following HSE programmes.

  • Target Operating Model for HSE central programmes
  • National Clinical Governance System
  • GP contract negotiations
  • Transforming Residential and Home Care

Our work has now extended to support with other PwC Ireland health clients such as the insurance company VHI.

Example: the Urgent and Emergency Care System

Across the HSE a large number of projects had been looking at unscheduled care delivery, but they were working in silos with point investments and have been unable to reduce pressures on hospitals specifically the trolley waits in ED which attract media attention.

In April 2017, Dr Aine Carrol, as clinical lead for the HSE, asked Dr Jonathan Steel from Clinical Panel Ltd to facilitate a workshop to pull together all of the programmes work into a visual representation of a strategic vision for Urgent and Emergency Care (UEC).

This led to a multiphase programme if work with Clinical Panel providing its design expertise and clinical facilitation. Phase 1 defined the national blueprint for UEC through a series of interviews and workshops. Phase 2 took the blueprint and created a design guide for service planners which subdivided the UEC system into components of care: Prevention and Proactive Care, Primary and Community delivery, a single point of contact, hospital services and UEC networks.
